President and CEO
Nehemiah Corporation
Mr. Syphax is the President and CEO of Nehemiah Corporation
of California (NCC), a Sacramento based non-profit,
founded in 1997. Currently, he serves as Chairman
of the Financial Solvency Board for the California Sate
Department of Managed Health Care, and a Commissioner
for the Sacramento County Civil Service Commission.
He also serves as a Vice Chairman of the Corporate Fund
Board for the John F. Kennedy Center for the Performing
Arts in Washington, D.C, and has recently been appointed
by the Bush Administration as a Director of the Federal
Home Loan Bank of San Francisco. Mr. Syphax is a member
of the Los Angeles Business Council and serves on the
Advisory Board for the College of Business at California
State University, Sacramento.
Previously, Mr. Syphax was Manager of Public Affairs
for Eli Lilly & Company. He was the Chief Administrator
for Lilly governmental operations and contracting with
public health systems in California. He was also
an Associate Director for the CMA.
As the senior lobbyist for CMA, he was responsible for
managed care, financial solvency, and regulatory issues.
He served as the Interim Director for the California
State Board of Behavioral Science Examiners in Governor Wilson's
Administration administering the licensure and discipline
of mental health professionals. He also served as Senior
Consultant for Former State Senator and current Secretary
of Youth and Adult Corrections Robert Presley.
Mr. Syphax earned his BS Degree in
Business with an emphasis on Real Estate Development
and Land Use Planning from the California State University,
Sacramento. He was also an Executive Fellow with the
Coro Foundation in San Francisco and Washington DC.
